Get your permit – decriminalised parking is coming

From 2nd Oct 2006, new parking regulations become law throughout the borough of Rugby and parking attendants will be operating to ensure vehicles are parked legally or to issue penalty charge notices.

The decriminalisation of parking in Rugby means the enforcement of parking restrictions moves from the police and into local authority control.

This will see Warwickshire County Council implement a scheme, which will then be controlled and administered by Rugby Borough Council.

Cllr Neil Campbell, Rugby Borough Council’s Portfolio Holder for Borough and Economic Development, said: “The aim of Rugby Borough Council’s enforcement of parking regulations is to strike a fair balance for all road users.  But we need your help to make it work.

“Sensible parking is safe parking and helps create a generally safer environment especially in busy urban streets.”

Rugby’s new team of parking attendants will be advising motorists who park illegally or unsafely about the penalty charge notice they must pay from October 2 if they park illegally.

For the majority of residents, the new arrangements will not be substantially different to the existing enforcement carried out by the Police.  What will be noticeable is

· More Parking Attendants on the street
· Pay & Display machines on streets in the town centre
· Improved signs and lines
· Reduction in the amount of circulating traffic within the town
· Easier to find On Street spaces within the town centre available for short stay (up to 1 hour) parking.

Cllr Martin Heatley, Warwickshire County Council’s Cabinet member for Environmental Services, said: “By introducing decriminalised parking we can reduce the amount of traffic circulating in the town centre and on residential streets. This has environmental benefits by reducing exhaust fume levels in our town centres, while also improving opportunities for residents to park outside their homes.

“Other towns such as Northampton and Winchester have introduced similar schemes and have seen an increase in the vitality of their town centres. We want to ensure the economic vitality and sustainability of Warwickshire towns and this is an important step in that direction.”
