New parking regulations in Rugby from today

A dozen new parking attendants are patrolling the streets of Rugby as decriminalisation of parking in the town comes into force today.

Today sees new parking regulations become law throughout the Borough of Rugby.  Parking attendants are operating to ensure vehicles are parked legally or to issue Penalty Charge Notices.

The decriminalisation of parking in Rugby means the enforcement of parking restrictions moves from the police and into local authority control.

Warwickshire County Council has implemented the scheme, which is controlled and administered by Rugby Borough Council.

Rugby’s 12 new Parking Attendants commenced employment with Rugby Borough Council on Monday 18th September 2006, and the two weeks before today were spent learning all about the rules and regulations associated with on street and off street parking enforcement.

Cllr Martin Heatley, Warwickshire County Council’s Cabinet member for Environmental Services, said: “By introducing decriminalised parking we can reduce the amount of traffic circulating in the town centre and on residential streets. This has environmental benefits by reducing exhaust fume levels in our town centres, while also improving opportunities for residents to park outside their homes.”

Cllr Neil Campbell, Rugby Borough Council’s Portfolio Holder for Borough and Economic Development, said: "The Parking Attendants have been employed to ensure that the minority of motorists who ignore the rules and regulations are penalised, whether for parking on street in the Town Centre, in residents parking zones or off street in Rugby’s car parks. This will then make life more pleasant for our residents and the vast majority of law abiding motorists."
