Tabletop exercise gets us ready for action!

Warwickshire County Council’s Emergency Planning Unit held a major tabletop exercise yesterday based on a fictional incident at the Kingsbury Oil Complex.

Located in North Warwickshire, the Kingsbury Oil Complex is the largest inland oil terminal in the Country.  Warwickshire Fire and Rescue Service, Warwickshire County Council’s Emergency Planning Unit and Warwickshire Police have an ongoing active involvement in the emergency arrangements at Kingsbury and regularly meet with the managers of all the terminals at the complex to discuss planning and training issues. 

The County Council Emergency Planning Unit has also prepared a detailed "off site" plan which details the roles and responsibilities of the many other agencies who would be involved in the coordination of the response to any major incident at Kingsbury.

Strategic Director of Community Protection and County Fire Officer for Warwickshire Fire and Rescue Service, William Brown said:
“The main aim of ‘Exercise Aurora’ is to see how emergency services and partnership agencies from across the County would work together in the event of an emergency. The plan for Kingsbury has been in place for some time now but is being updated to incorporate significant lessons learnt from the enquiry into the explosion at the Buncefield Oil terminal in Hertfordshire.“

”The approach taken towards emergency planning in Warwickshire is very much based on a partnership approach. By bringing together all the key agencies who would be involved in an incident we can test plans and procedures in a safe environment and learn important lessons to improve our joint response.”


The exercise will bring together the many agencies that would be involved in responding to a real emergency. This will involve the site operators, emergency services, Warwickshire County Council, North Warwickshire Borough Council, Warwickshire PCT, The Environment Agency, Regional Resilience Team from the Government Office West Midlands, Severn Trent Water Ltd, Highways Agency, the Military and Network Rail and the Health and Safety Executive.
