Five year strategy for Warwickshire Supporting People

Warwickshire County Council’s Cabinet have agreed a five year strategy for the Warwickshire Supporting People programme to run from 2008 through to 2013.

The strategy sets out the vision that will drive Supporting People in Warwickshire, focusing on positive outcomes for individuals who use services funded by the programme. It will concentrate on ensuring that decisions are made based on needs and efficiency.

In particular more people will be
- helped with the life skills they need to live independently
- given support to gain and maintain settled accommodation
- given help to claim the right benefits
- given help to identify training and job opportunities
- playing a valued role in their community
- being given choices to stay in or return to their home
- staying healthy
- staying safe
Supporting People provides housing related support to vulnerable adults to enable independent living in the community. It is run as a partnership between Warwickshire County Council, the District and Borough Councils, Warwickshire Probation Service and Warwickshire Primary Care Trust.

Three priority groups have been identified from an analysis of the needs of people in Warwickshire.  This is where new services will be developed as savings are made within the Supporting People programme.  The three groups are:
Homeless people and people fleeing domestic abuse
Offenders, people with mental health problems and substance misuse problems
Young people at risk, young people leaving care and teenage parents

A three year review programme will be implemented to ensure that all future commissioning decisions will reach the goals set out in the strategy and that Supporting People services meet the needs of the people of Warwickshire.

Graeme Betts, Strategic Director for Adult, Health and Community Services, said
“Effective commissioning of services will be key and we will be looking to target resources where there is the greatest need. The programme is committed to improving the quality of life for vulnerable people in Warwickshire by supporting their housing needs.

“This strategy represents a significant change for the programme that aims to deliver the best possible outcomes over the next five years.”
